Rather than relying on conventional military force, states possessing authority over these strategic bottlenecks can influence the behaviour of other governments, firms, and institutions by restricting or threatening access. The concept highlights how globalisation has not merely increased mutual dependence but has also concentrated power within specific infrastructures, enabling economic relationships to become instruments of geopolitical competition.

Global economic networks are not organised as evenly distributed systems where every participant possesses equal influence. Instead, they are characterised by hubs and nodes that occupy disproportionately important positions. Financial clearing systems, semiconductor manufacturing, international shipping routes, undersea communication cables, digital payment platforms, and logistics centres all illustrate such critical junctions. States exercising legal, technological, or institutional control over these hubs acquire leverage that extends far beyond their own domestic economies. Consequently, the architecture of globalisation itself creates opportunities for political coercion through economic means.

The effectiveness of the chokepoint effect depends largely upon network centrality. Countries that host indispensable financial institutions, technological platforms, transport infrastructure, or specialised production capabilities are capable of interrupting the normal functioning of international commerce. When access to these systems becomes restricted, dependent states often face rising transaction costs, production delays, financial instability, and diminished economic growth. The threat of exclusion alone may be sufficient to influence political decisions, making the chokepoint effect a powerful tool even without its full implementation.

International financial systems provide one of the clearest illustrations of the chokepoint effect. Because cross-border payments frequently rely upon financial institutions operating under the jurisdiction of a limited number of powerful states, governments controlling these institutions can impose sanctions, freeze assets, or restrict international transactions. Such measures can isolate targeted economies from global markets without the use of armed conflict. Modern sanctions increasingly exploit these financial bottlenecks, demonstrating how legal authority over critical financial infrastructure can become an instrument of foreign policy.

Technology has created additional forms of chokepoints that are equally significant. Advanced semiconductor production, specialised manufacturing equipment, cloud computing services, and software ecosystems are concentrated within relatively few countries and corporations. States capable of regulating exports of these strategic technologies can limit another country’s industrial development, military modernisation, or artificial intelligence capabilities. Because many advanced industries depend upon highly specialised inputs that cannot easily be substituted, technological chokepoints generate considerable leverage over competitors.

The chokepoint effect also extends to transportation and logistics. Maritime trade depends upon major ports, strategic canals, shipping insurance markets, and container logistics networks. Disruptions affecting these critical pathways can interrupt global supply chains far beyond the immediate region. Energy transportation offers another example, as pipelines, liquefied natural gas terminals, and maritime shipping routes often become strategic assets during periods of geopolitical tension. Control over these physical infrastructures allows states to influence both commercial flows and diplomatic negotiations.

However, the existence of a chokepoint does not automatically guarantee successful coercion. Excessive use of economic pressure may encourage targeted states to diversify suppliers, invest in domestic production, establish alternative payment systems, or strengthen regional partnerships. Over time, repeated exploitation of chokepoints can reduce the centrality of the controlling state by motivating others to construct parallel networks. Thus, the long-term effectiveness of the chokepoint effect depends upon maintaining both technological superiority and the continued confidence of international economic participants.

The concept of the chokepoint effect fundamentally reshapes traditional understandings of power in international political economy. Economic influence no longer derives solely from market size or resource abundance but increasingly from control over the networks through which global economic activity flows. In an era characterised by digital connectivity, complex supply chains, and integrated financial systems, strategic dominance often rests upon occupying positions that others cannot easily bypass. Weaponised economic interdependence therefore demonstrates that the structure of global networks has become as important as the volume of trade itself in determining geopolitical influence.

2) The Panopticon Effect

The panopticon effect represents the second major mechanism of weaponised economic interdependence and focuses on the power that arises from access to information flowing through global economic networks. While the chokepoint effect relies upon controlling the movement of goods, capital, or technology, the panopticon effect centres on surveillance, monitoring, and data collection. States positioned at key nodes within international financial, digital, and communication systems can observe transactions, identify relationships, and gather intelligence about governments, corporations, and individuals. This informational advantage provides a powerful means of advancing strategic interests without necessarily interrupting economic activity.

The concept derives its name from the philosophical idea of the “Panopticon,” originally proposed as a prison design in which inmates could potentially be watched at all times without knowing when observation was occurring. Applied to international political economy, the panopticon effect suggests that states occupying central positions within global networks possess exceptional visibility into economic interactions. Because firms and governments cannot easily avoid using major financial systems, communication platforms, or digital infrastructures, they often leave extensive records that become accessible to authorities exercising jurisdiction over these systems.

Financial networks provide one of the clearest examples of the panopticon effect. International banking transactions generate detailed information regarding the movement of capital across borders, the identities of financial institutions, and the relationships between businesses and governments. States possessing legal authority over important components of the global financial system can compel financial institutions to provide transaction records, investigate suspected sanctions violations, and monitor the activities of foreign entities. This capacity enables policymakers to map international financial relationships and identify vulnerabilities that may later support diplomatic or economic action.

Digital communications have greatly expanded the scope of informational power. Global internet infrastructure, cloud computing services, software platforms, and telecommunications networks generate enormous volumes of data concerning commercial activities, research collaboration, logistics, and cross-border investment. Governments exercising regulatory authority over companies operating these platforms may require the disclosure of certain information through judicial processes or national security legislation. As economic activity becomes increasingly digital, the ability to access and analyse data has become an important component of geopolitical influence.

The panopticon effect is strengthened by advances in data analytics and artificial intelligence. Modern computational tools allow governments to process vast quantities of information that would previously have been impossible to examine manually. Patterns of trade, investment, procurement, technology transfer, and corporate ownership can be identified through sophisticated analytical techniques. Such insights assist policymakers in detecting sanctions evasion, uncovering illicit financial networks, monitoring strategic industries, and anticipating the economic consequences of geopolitical developments. Information itself becomes a strategic asset that enhances state decision-making.

Corporations also play an important role in the operation of the panopticon effect. Many multinational technology firms manage platforms that facilitate communication, cloud storage, payment processing, logistics, and online commerce on a global scale. These companies often possess detailed information about users, commercial transactions, and business operations. Although private firms generally pursue commercial objectives rather than geopolitical ones, they remain subject to the legal jurisdictions in which they operate. Consequently, governments may obtain access to certain categories of information through lawful regulatory or judicial mechanisms, illustrating the close relationship between private infrastructure and public authority in networked economies.

The informational advantages created by the panopticon effect can significantly enhance other instruments of economic statecraft. Accurate intelligence enables governments to design more targeted sanctions, identify critical supply chain dependencies, monitor compliance with export controls, and detect attempts to circumvent regulatory measures. Instead of relying upon broad restrictions that may produce unintended consequences, policymakers can use detailed information to apply pressure with greater precision. The panopticon effect also generates important political and ethical concerns. Extensive surveillance capabilities raise questions regarding privacy, national sovereignty, commercial confidentiality, and the governance of digital infrastructure. Many states have responded by strengthening data protection laws, promoting data localisation, investing in domestic digital capabilities, and seeking greater control over critical information systems. These efforts reflect a growing recognition that information networks have become strategic resources alongside trade and finance. Within the framework of weaponised economic interdependence, the panopticon effect demonstrates that the ability to observe global economic activity can be as influential as the ability to control or disrupt it.

3) Jurisdictional Arbitrage

Jurisdictional arbitrage refers to the strategic use of domestic legal authority to influence actors operating far beyond a state’s territorial borders. Within the framework of weaponised economic interdependence, it describes how governments exploit their jurisdiction over globally significant financial systems, corporations, technologies, or markets to shape the behaviour of foreign states, businesses, and individuals. Rather than relying upon direct territorial control, states project power through legal and regulatory mechanisms that have extraterritorial consequences. As economic globalisation has integrated markets across national boundaries, domestic law has increasingly become an instrument of international influence.

The effectiveness of jurisdictional arbitrage depends upon the centrality of national institutions within global economic networks. Many multinational corporations conduct business in multiple countries, utilise internationally recognised currencies, access foreign financial markets, or rely upon technologies developed under particular legal systems. Whenever firms interact with these networks, they often become subject to the regulations of more than one jurisdiction. States controlling especially influential legal environments can therefore extend the practical reach of their laws well beyond their own borders, creating incentives for foreign organisations to comply with domestic regulatory requirements.

Financial regulation provides one of the most significant examples of jurisdictional arbitrage. International banking institutions frequently maintain operations in major financial centres, clear transactions through globally recognised payment systems, or use reserve currencies for cross-border commerce. Governments exercising authority over these financial infrastructures can require banks to implement sanctions, conduct anti-money laundering procedures, report suspicious transactions, or restrict dealings with designated entities. Even institutions headquartered abroad often comply because losing access to these financial systems would impose substantial commercial costs.

Export control regimes illustrate another important dimension of jurisdictional arbitrage. Governments may regulate not only goods physically exported from their own territory but also products incorporating domestically developed technologies, intellectual property, software, or manufacturing equipment. Consequently, foreign companies producing goods outside the regulating state may nevertheless require licences if their products contain controlled components originating from that jurisdiction. This considerably expands the practical influence of national export regulations, particularly in technologically advanced industries where international production relies upon highly specialised inputs.

Corporate compliance has become an increasingly important mechanism through which jurisdictional arbitrage operates. Multinational enterprises generally prefer uniform compliance systems that satisfy the strictest applicable regulations rather than maintaining different standards for different markets. As a result, legal requirements introduced by economically powerful jurisdictions often become de facto global standards. Businesses voluntarily extend these compliance practices across their worldwide operations to minimise legal uncertainty, reputational risks, and operational complexity. In this way, domestic regulation can shape international commercial behaviour even where direct legal enforcement is limited.

Digital commerce has further expanded opportunities for jurisdictional arbitrage. Online platforms, cloud computing providers, software developers, payment processors, and data storage services frequently operate across numerous jurisdictions simultaneously. Governments may regulate these firms through laws governing cybersecurity, consumer protection, competition policy, taxation, data governance, or digital services. Because many digital platforms possess global user bases, compliance with regulations in one influential jurisdiction often affects services offered in many others. The increasing digitisation of economic activity has therefore amplified the international significance of domestic legal authority.

However, jurisdictional arbitrage is not without limitations or costs. Excessive reliance upon extraterritorial regulation may provoke diplomatic disputes, encourage legal challenges, and motivate other states to develop competing institutions beyond the reach of the regulating government. Some countries have introduced blocking statutes, alternative payment systems, independent technological standards, or regional regulatory frameworks designed to reduce exposure to foreign legal influence. Such responses demonstrate that while jurisdictional arbitrage may generate short-term leverage, it can also stimulate long-term efforts to reduce dependence upon dominant legal and economic systems.

Within weaponised economic interdependence, jurisdictional arbitrage demonstrates that power increasingly flows through legal architecture rather than territorial expansion alone. States capable of embedding their regulatory systems within the functioning of global markets can influence international behaviour without deploying military force or imposing traditional trade barriers. Law becomes an extension of geopolitical strategy, allowing governments to shape commercial decisions, technological development, and financial transactions across borders. The concept therefore highlights how global economic integration has transformed national legal systems into instruments of international statecraft, reinforcing the connection between regulatory authority and geopolitical power.

4) Weaponized Supply Chains

Weaponised supply chains refer to the deliberate use of global production and distribution networks as instruments of geopolitical influence. Modern economies depend upon highly interconnected supply chains that span multiple countries, involving the extraction of raw materials, component manufacturing, assembly, transportation, and distribution. While these networks have traditionally been valued for their efficiency and cost-effectiveness, they also create relationships of dependence that can be exploited during periods of political tension. States occupying strategically important positions within these production networks may use their influence to restrict access to critical goods, disrupt industrial activity, or compel policy changes in other countries.

The vulnerability of supply chains arises from their high degree of specialisation. Many industries rely upon components that are produced by only a limited number of firms or concentrated within specific regions. Semiconductor fabrication, rare earth processing, pharmaceutical ingredients, aerospace components, and battery materials are examples of sectors where production capacity is geographically concentrated. When access to these essential inputs is interrupted, manufacturers further down the supply chain often experience delays, increased costs, or complete production stoppages. Such concentration transforms ordinary commercial relationships into potential sources of strategic leverage.

Export restrictions constitute one of the principal methods through which supply chains become weaponised. Governments may impose licensing requirements, quotas, or outright bans on the export of strategically significant products. These measures can target advanced technologies, critical minerals, industrial machinery, or dual-use goods with both civilian and military applications. By limiting access to indispensable inputs, states can slow technological development, weaken industrial competitiveness, or constrain the defence capabilities of rival countries. Export controls therefore function not merely as trade regulations but as instruments of broader geopolitical strategy.

Dependence upon raw materials also creates opportunities for economic coercion. Many advanced industries require minerals that are mined or processed in relatively few countries. Lithium, cobalt, graphite, rare earth elements, and other specialised materials are indispensable for renewable energy technologies, electronics, electric vehicles, and advanced manufacturing. States dominating the production or processing of these resources may influence global markets by adjusting export volumes, introducing licensing regimes, or prioritising domestic industries. Control over upstream resources thus extends strategic influence throughout entire industrial ecosystems.

Global logistics networks represent another critical dimension of weaponised supply chains. Maritime shipping, container transport, port infrastructure, rail connections, and air freight systems enable the movement of goods across international markets. Disruptions affecting these logistical networks—whether through political decisions, sanctions, port restrictions, or transport regulations—can have cascading effects across numerous industries. Even temporary interruptions may increase transportation costs, delay production schedules, and contribute to shortages of essential goods. Consequently, logistical infrastructure has become an increasingly important consideration in economic security planning.

Multinational corporations are deeply affected by the risks associated with weaponised supply chains. Businesses operating globally must balance efficiency with resilience, recognising that geopolitical tensions can rapidly alter commercial conditions. Firms increasingly evaluate suppliers not only according to price and quality but also according to political stability, regulatory risks, and geographic diversification. Many companies have adopted strategies such as supplier diversification, regional production, increased inventory holdings, and the relocation of critical manufacturing activities to reduce vulnerability to external disruptions. Supply chain management has therefore evolved from a purely operational concern into a strategic component of corporate risk management.

The experience of recent global crises has reinforced awareness of supply chain vulnerabilities. Trade disputes, pandemics, armed conflicts, and natural disasters have demonstrated how disruptions in one region can rapidly affect production and consumption across the world. These events have encouraged governments to reconsider long-standing assumptions about economic efficiency and global integration. Increasing attention is now devoted to strategic autonomy, domestic manufacturing capacity, stockpiling of essential goods, and closer cooperation with trusted economic partners. The objective is not complete self-sufficiency but a reduction in excessive dependence on single sources of supply.

Weaponised supply chains illustrate the broader transformation of globalisation from a system primarily associated with economic integration into one increasingly shaped by strategic competition. Production networks are no longer viewed solely as mechanisms for creating prosperity but also as potential channels of coercion and vulnerability. States now recognise that control over manufacturing capabilities, critical resources, and logistical infrastructure can generate influence comparable to traditional military or diplomatic power. As a result, supply chain security has become a central element of national economic policy, reflecting the growing intersection of commerce, technology, and geopolitics.

5) Resilience Strategies

Resilience strategies constitute the defensive dimension of weaponised economic interdependence. Whereas the preceding mechanisms examine how states can exploit interconnected global networks for strategic advantage, resilience strategies focus on reducing vulnerability to such forms of coercion. They encompass the policies, institutional reforms, and economic adjustments that governments and businesses adopt to ensure continuity when confronted with sanctions, export controls, supply disruptions, financial restrictions, or technological exclusion. Rather than seeking to eliminate interdependence altogether, resilience strategies aim to make economic systems more adaptable, diversified, and resistant to external pressure.

Diversification represents one of the most fundamental resilience strategies. Excessive dependence upon a single supplier, market, transport route, or financial institution increases exposure to geopolitical risk. Governments therefore encourage businesses to source critical materials and components from multiple countries, while firms seek to establish alternative suppliers capable of maintaining production during periods of disruption. Diversification reduces the likelihood that the failure or restriction of one economic relationship will bring an entire supply chain to a halt. Although maintaining multiple suppliers may increase operational costs, it significantly enhances long-term economic security.

Domestic industrial capacity has also become an important element of resilience. Many governments have introduced industrial policies designed to strengthen national production of strategically important goods such as semiconductors, pharmaceuticals, energy technologies, telecommunications equipment, and defence-related components. These initiatives often involve public investment, research funding, tax incentives, or partnerships with private industry. By expanding domestic manufacturing capabilities, states seek to reduce dependence upon foreign producers for goods considered essential to national security or economic stability. The emphasis is not necessarily on complete self-sufficiency but on ensuring reliable access to indispensable technologies and materials.

Friend-shoring and regional cooperation provide another important resilience strategy. Instead of relying exclusively on the lowest-cost global suppliers, countries increasingly deepen economic relationships with politically reliable partners that share similar strategic interests. Production networks are reorganised around trusted allies to reduce the risk that geopolitical rivals can disrupt essential industries. Regional trade agreements, collaborative research initiatives, joint infrastructure projects, and coordinated investment policies all contribute to building supply chains that are both economically efficient and politically dependable. Such arrangements strengthen collective resilience while preserving many of the benefits of international trade.

Financial resilience has become equally significant in an era of economic statecraft. Governments seek to reduce exposure to financial coercion by strengthening domestic payment systems, diversifying foreign exchange reserves, developing alternative channels for international transactions, and enhancing the stability of their banking sectors. Central banks also play a crucial role by maintaining adequate foreign currency reserves and ensuring liquidity during periods of financial stress. These measures improve a country’s capacity to withstand external restrictions without experiencing severe economic instability, thereby reducing the effectiveness of financial pressure imposed by other states.

Technological resilience focuses on preserving access to critical digital infrastructure and advanced innovation. States increasingly invest in domestic research and development, cybersecurity capabilities, secure telecommunications networks, and indigenous technological expertise. Education policies supporting science and engineering, together with incentives for innovation, contribute to reducing long-term dependence on foreign technologies. At the same time, governments encourage businesses to improve cyber resilience, protect intellectual property, and secure digital supply chains against disruption or espionage. In an increasingly digital economy, technological independence has become an essential component of national resilience.

Strategic reserves and contingency planning complement these structural reforms. Many governments maintain stockpiles of energy resources, medical supplies, food products, and industrial materials to provide temporary protection during emergencies. Businesses similarly develop continuity plans that identify alternative transportation routes, substitute suppliers, and emergency production arrangements. Regular risk assessments, scenario planning, and stress testing enable both public institutions and private firms to anticipate potential disruptions before they occur. These preparations reduce uncertainty and allow faster recovery when external shocks affect economic networks.

Resilience strategies reflect a changing understanding of globalisation. Policymakers increasingly recognise that economic openness must be balanced with considerations of national security, strategic autonomy, and systemic stability. The objective is not to reverse international economic integration but to ensure that participation in global networks does not create unacceptable vulnerabilities. By diversifying economic relationships, strengthening domestic capabilities, cooperating with trusted partners, reinforcing financial and technological systems, and preparing for unforeseen disruptions, states can preserve the benefits of interdependence while limiting its potential to be transformed into a tool of coercion. Resilience therefore represents the essential counterweight to weaponised economic interdependence, ensuring that economic connectivity remains a source of prosperity rather than strategic weakness.
